Gregg is an independent consultant specializing in public and private pension advocacy, plan architecture and design, and thought leadership for public pension policy.

He is a 1975 graduate of the University of Colorado, with a B.S. degree in Business, and has over 37 years of experience in the public and private pension market. Prior to his retirement at the end of 2012, Gregg was Senior Vice-President, Government Markets for the Retirement Services Division of Great-West Financial, the fourth largest record keeper in the United States defined contribution pension market, as ranked by Plan Sponsor Magazine.

Gregg was the senior officer responsible for management of Great-West's business in the government market, with over $60 billion of assets under administration on behalf of more than 1.8 million participants in governmental defined contribution plans. During his tenure at Great-West, the Company became the largest provider of IRC Section 457 Plans, as ranked by Pensions & Investments magazine in 2012. Great-West was also ranked #1 in the state government market, with 17 of the 50 states, and the Government of Guam. Gregg's division also served three of America's five largest cities, and over 700 county, city, and special district programs in the governmental market.

He is also the founder and co-editor of Focus on 457, a leading publication on governmental pension plans for over 25 years. Focus on 457 has been published since 1987 and is widely recognized as the leading technical plan governance newsletter for governmental defined contribution pension plans. In addition to these responsibilities, Gregg was a member of the Boards of Directors of FASCore, LLC, GWFS Equities, and EMJAY Corporation—which are wholly owned subsidiaries of Great-West Life & Annuity Insurance Company. Gregg is a founding member of the National Association of Government Defined Contribution Administrators (NAGDCA) and was an active member of other public finance, treasury and retirement benefit associations. He has also served on the boards of a number of non-profit and philanthropic organizations.

Since his retirement from Great-West at the end of 2012, Gregg has focused on providing independent pension consulting and thought leadership services to public, private, and non-profit organizations, with an emphasis on effective plan governance. He has also written articles and delivered speeches on key topics affecting pension policy.

His writings and speeches are fostering debate on improving public and private pensions in the United States, and on the more efficient delivery of enhanced pension benefits to plan participants.
